[20] DJUKANOVIC, DJINDJIC SAY DEMOCRACY MUST COME TO YUGOSLAVIA
Montenegrin President Milo Djukanovic and Serbian Democratic Party leader Zoran Djindjic said in a joint statement from Montenegro on 9 May that "military intervention [in Kosova] gave way to new problems whether or not that was intended. With intervention, the West has now taken on part of the responsibility for finding the solution to these problems. The international community must throw its weight behind a program of political and economic reconstruction." The two leaders added that "it is impossible to imagine that democracy can be established in our country without a complete political transition in Serbia and Yugoslavia. If the war ends with a signature on a peace agreement and the same political leadership remains in power, with Slobodan Milosevic at the helm, the tragedy and violence will continue." Djindjic and Djukanovic also appealed for free and fair elections, the "isolation of undemocratic forces," and rapid economic development. PM

In spite of present conflict, we remain dedicated to Yugoslavia's integration into Europe, and eventually into European Union. Path towards Europe is the only way that will help our country to solve its quite large problems and build lasting peace and stability in the whole region. It's hard to imagine that any economic or politic restoration in Yugoslavia could happen without non-ambiguous and lasting International support.
Only democratic and stabile Yugoslavia can provide stability in Balkan. We want to emphasize that democratic political forces in Yugoslavia are devoted to that goal. Immediate worries are finishing of the war, to arrange returning of refugees and appliance of political solution for Kosovo, which will include arrangement of International forces.
However, for establishing lasting peace, the outer world must do more than solving Kosovo crises. Military intervention in Kosovo has brought to new problems, whether it was intentioned or not. By intervening, West has taken part of responsibility for solving solution of these problems.
At the same time, Yugoslavs should make intensive efforts to gain trust of outer world and restore moral status, lost because of Kosovo. Even before the end of the war, International community should clearly and non-ambiguously announce that democratic and economic reconstruction in Yugoslavia represents its official and committing position. Such announcement would give hope to citizens of our country and would encourage transformation of political landscape. Political cycles that has, for last ten or more years, brought our country to this tragedy must be stopped.
If the war finishes with signature on peace agreement with the same leadership with Slobodan Milosevic on top, tragedy and violence will continue.
Stability of Yugoslavia is of the main importance because of its geographic position in Balkan and its role in determing stability or instability of its neighbors, Bosnia and Herzegovina, Macedonia and Albania. Up to now, however, international strategy for Yugoslavia has been conducting the crises, while the roots of the crises were being neglected.
Democracy can be established in our country only with complete political transition in Serbia and the rest of Yugoslavia. It depends on free and fair elections, strengthening of democratic opposition in Serbia, close cooperation with democratic Montenegrin Government, complete isolation of non-democratic forces and establishing outer body which will help watching political changes.
Respective European politicians, with previous Balkan experience, like former Spanish Prime Minister Philipe Gonsales, former Austrian chancellor Franc Vrancki and Hans Kosnik, veteran of German Social-democrats, could work in such commission under OSCE supervision.
Quick economic restoration of Balkan will be possible only in a variant of Marshal's plan. Promise about foreign help would help democracy in Yugoslavia by reducing accumulated anger. Functioning of democratic opposition will be difficult after this NATO campaign because people will, probably, consider us a part of that Europe - a part of that West - which bombed us, destroyed bridges, roads and factories, and killed civilians. People will protest in Serbia and in Montenegro.
But, there's hope for democratic forces. Mr. Milosevic's policy is faced with destroying, which would create a small part of chance for building something new in these ruins. If anything good can come out of evil which is among us now, it's a chance - with international help - for a new beginning for Yugoslavia - is in a text signed by Milo Djukanovic and Zoran Djindjic in Yesterday's "New York Times".
„Milo Đukanović i Zoran Djindjic:
Ne prekidajte bombardovanje dok Milosevic ne sidje s vlasti!
„If the war ends with a signature on a peace agreement and the same political leadership remains in power, with Slobodan Milosevic at the helm, the tragedy and violence will continue.”

Evo komentara nemackog novinara u vezi gornje zajednicke izjave Mila Đukanovića i Zorana Djindjica iz maja 1999 godine:
Klaus Hartmann
“To nije realno”
If the war finishes with signature on peace agreement with the same leadership with Slobodan Milosevic on top, tragedy and violence will continue
