Hi,
I came from a country that is hot 365 days. 1st winter was cold for me as compare to where I came from. 2nd winter became better and now each winters feel less colder than prior year. Your body will get adjusted to it.
Compare to other parts of Canada, winter in Vancouver is a piece of cake. I've nothing to complain about the weather. At least when I feel cold, I can bundle up and wear the proper clothing to keep me warm; but when it is really hot, I cannot take off all my clothes.
You'll be fine in Vancouver.

I find Vancouver winters warmer than London. Last Christmas I went
back to England and had to wear 2 coats!
I don't like the rain in Vancouver during winter though, it makes it
hard to get outside and enjoy the place.

The taxes will be collected by the Canada Post. It'll be 7% (PST), 6% (GST). If your family or friends send it to you by regular mail, it'll not be taxed as long as they're residents of U.S. and also declare as gifts.

If you're travelling in the U.S. and bought a gift and have it ship back to Canada for your family member, you'll be taxed too. My boss's father went to U.S. and lived for 6 months, he was in California during Christmas season. He sent back a box of gifts for his children by FEDEX, he was taxed PST/GST and at the same time pay broker's fee for clearance at the custom. It was an expensive lesson for him to learn as he also paid sales tax in the U.S. (I think is 7% in Calfornia). Therefore, he paid 20% on taxes for the gifts.
He thought since they're gifts, they should not be taxed. As for Canada government, he is a resident of Canada and not U.S., therefore, he had to pay the taxes.

My question is how the Canada government get tax from you? I mean if some friend send me a box of gift from US, should he provide his credit card information to Canada government, then he will be charged from that credit card? Or he will receive a bill?

No, the receiver (you) pays the taxes. The post office will collect it
from you on behalf of Canada Customs (CBSA) before they give you the
parcel. Canada Customs attaches a form to the package that lists how
much tax and duty are owed and your mail person won't give it to you
until you give him/her the money by cash or credit card.
BTW, even if the sender declares a low value, Canada Customs sometimes
opens the package, checks the contents, and may adjust the value
accordingly.
