11 June 2025
Main findings: The data show a rise in corruption across almost all indicators. 25 out of 28 countries saw an increase in tenders with only one bidder – a crucial sign that the tender may have been rigged in favour of the bidding companies. The prevalence of bribery across the EU increased by 3 percentage points over ten years on average, with Belgium seeing the largest increase in the share of respondents reporting giving a bribe for public services (+19.63 percent) and Lithuania the largest decrease (-19.98 percent).
