1995 – A YEAR OF CHALLENGE

After the media campaign against the foundation in early 1994 faded away, we not only continued but expanded our work. Unfortunately, almost exactly a year after the start of the first campaign, the foundation was faced with the new, much stronger one. The official media attacked George Soros and the foundation itself in the most vicious way. In two months more than 400 articles were published or broadcast about the foundation. Once again, we received strong support from different institutions and individuals.
Just two weeks before the beginning of the 1995 campaign we announced our programs in the country’s major media outlets, asking publicly for proposals for the first time. We wanted the work of the foundation to become even more transparent, and to give virtually every institution, association and individual in the country a chance to submit their ideas and complete for grants. While the anti-foundation campaign was at its peak we received over 1.200 proposals or applications. Although there was no doubt all these programs needed support, we also understood that this response represented a form of civic resistance.
This show of support, however, which could have been a source of genuine satisfaction for everyone connected with foundation, turned out to be an additional disadvantage in its relations with the powers that be. Following the attacks against the foundation, the Ministry of Culture of Serbia made a decision to revoke our registration. We appealed to the Supreme Court of Serbia while continuing our program activities.
Despite an extremely difficult economic situation and general clamp down on civil society, this year was marked by a new wave of proposals from 22 local papers, and 43 weeklies and monthlies as well as 8 electronic media. The amazing increase of dependent local papers proved that there was an immense need for an alternative government- controlled media. Toward the end of the year, representatives of the number of independent newspapers met in Kragujevac, where they agreed to create there on association.
The local papers were inspired by the Association of the Independent Electronic Media, which has become one of the most successful media networks in the whole region. We find it especially significant that number of local minority- language print media will participate in the new association of the independent papers. Using the Internet, we hope to improve communication among different media and other institutions and increase their access to information, breaking the internal and external isolation of people in the fields of science, media, culture, and the arts.
The arts and culture program proved to be effective in preventing official structures from fully controlling cultural life. Two alternative cultural centers were established in Belgrade, one in Novi Sad, and we hope to establish similar centers in Prishtine and Podgorica. The SCCA’s first annual exhibition provoked great interest, especially among young people, who are hungry for new challengers in cultural and artistic expression.
The greatest challenge for the SYF until now is how implement the new special program for children of FRY, and how to make the best use of the 15 million dollars George Soros donated for this purpose in August 1995, when in less than two weeks more than 200.000 refugees from Croatia and Bosnia and Herzegovina arrived to FRY. During the last four years we acquired a rich experience in developing alternative/complementary forms of education, and succeeded to put together serious teams of professionals in the field. The special project relies on all these experiences. Our first steps were: to mobilize an even broader circle of professionals, who are to work with children and young people; to find partners both in the local communities and among national and international humanitarian organizations who would participate in the joint effort to develop new opportunities in the fields of education, culture, and provide medical and humanitarian support for this most vulnerable part of the population. The special project will be the most complex effort the SYF has been undertaking until now, but also the most challenging one.
During the last four and half years Foundation succeeded to become known to almost all strata of the Yugoslav society, while its scope of activity covers various projects in very different fields. In 1996 we would like to concentrate on intensifying our efforts on the most successful and important projects, and to provide more substantial support to all those initiatives which really make a difference in the very complex and controversial social context we are living in. In the same time are in permanent search for new partners, and want to make sure that the advocates and activists of the open society project would be in genuine interaction with the foundation.

EDUCATION

INDIVIDUAL GRANTS
The Program of the individual grants offers a possibility for scientists and other experts to apply for funds which should enable them to participate at international gatherings abroad (congresses, meetings…), and in experts and professional programs (courses, working groups, research projects, seminars…) lasting up to twelve weeks. The program is, above all, oriental toward younger scientist and experts (45 is the age limit), whose papers or projects have been accepted by the organizers or institutions, and who have been professionally invited in participate.

In 1994 more than two hundred grants were awarded, mainly in the field of medicine, technical and hard sciences.

RADIO, TV AND NEWS AGENCIES

ASSOCIATION OF THE BROADCASTING MEDIA______________________

In order to help survival of the independent broadcasters, the Media program of the SYF concentrated on providing the equipment, spare parts and expandable supplies (video and audio tapes…), developing the communication in the media through E-mail, covering the costs of the news agency services, as well as legal and expert consulting.

Facing the same problems, the independent radio and TV stations formed the Association of the independent Broadcasting media of Yugoslavia, thus enabling better communication, based on program and journalist exchange. The forming of the Association resulted in their joint application for news agencies subscriptions, forming of the unified technical basis, joint legal and expert consulting.

The Association of the Broadcasting Media consists of the six independent radio stations and one radio and TV broadcaster. (Radio B92 from Belgrade, Radio BUM93 from Pozarevac, Radio Bajina Basta from Bajina Basta, Radio Cetinje from Cetinje, radio Antena M from Podgorica and RTV Studio B from Belgrade).

Within this program the Foundation provided the most needed newsprint paper and the printing costs for the print media, as well as the equipment for the establishment of e-mail communication. The Foundation supported the forming of the Association of the Local Print Media, gathering 22 local media which are covering the whole territory of Yugoslavia.
