With no better prospect contractors are happy to stay

They're in work and they like what they do – but two in three think their prospects aren't brilliant if they lose their current gig.

Welcome to the increasingly uncertain world of technology contracting in Australia in 2013.

According to Entity Solutions' annual Independent Professionals Index, which measures contractor sentiment regarding lifestyle, wellbeing and commitment to current client, 63 per cent believed finding better work would be difficult. The online survey of nearly 400 contractors was conducted in June by Monash University.

In June, IBM Australia slashed 1500 positions in its local operation; roles which sources said were being off-shored to the Philippines, Malaysia, India and China.

Contractors comprise around 40 per cent of Australia's ICT workforce, according to Peoplebank, one of the country's largest IT recruiters.

Hungarian workers 'brought here to be ripped off and exploited'

A group of Hungarian men brought to Australia on temporary visas to work as highly skilled technicians have instead been used as labourers on a western Sydney warehouse. The 20 workers said they were promised Australian rates of pay, of around $30 an hour. Instead for the last four months they have been paid around $15 an hour to help build the warehouse, in Sydney's Eastern Creek. The men were working as riggers building steel structures, forklift drivers and general labourers – and not as the mechanical engineering technicians their 457 visas specified they were to work as. None of the men have qualifications or experience as mechanical engineering technicians.

The underpayment and visa rorting allegations were raised on Saturday. Soon after, it is alleged the Austrian company employing the men requested those who had complained to get on a plane to Hungary. Three of the 20 men returned home then, but 17 remain.

The workers were given contracts in Hungary that indicated they would be paid more than $30 an hour, not the $15 an hour they received. The men said they were required to work six-day weeks, and up to 11 hours a day. The union's national construction division secretary Dave Noonan said it was another "blatant rip-off" of 457 visa holders. "They've been brought here to be ripped off and exploited," he said. The men had been underpaid, "systematically bullied", and kept in sub-standard housing, Mr Noonan said.

Power and the inconvenience of truth

In practical terms, democracy for most Australians means little more than a periodic obligation to choose between two major parties which, according to the Commonwealth Parliament's Education Office, "exist to represent the interests of different groups and individuals in society; their ultimate goal is to have members elected to represent these interests." The public interest isn't mentioned.
