In Serbia, EU Supporter Gets Boost in Election

Serbia's most prominent advocate for European Union membership and his more nationalist opponent in the race for the country's presidency were headed for a second-round run-off after finishing at the top of the heap in elections Sunday.

Preliminary results for the first round of Serbia's presidential contest showed the pro-Western Boris Tadic of the Democratic Party neck-and-neck with Tomislav Nikolic of the nationalist Serbian Progressive Party.

The Center for Free Elections and Democracy (oprem dobro, primedba autora teme), an election monitor, said Mr. Tadic won 26.7% of the vote, compared with 25.5% for Mr. Nikolic. The state election commission said late Sunday that based on a sample of about 8% of polling stations, Mr. Nikolic was in the lead, with 25.47% of votes, compared with 23.63% for Mr. Tadic.

The two men will go head-to-head in a decisive round of balloting on May 20. It is unclear how supporters of the 10 candidates eliminated in the first round will vote, making the ultimate outcome hard to predict. Campaigning is likely to be fierce over the next two weeks.

In parliamentary polls, also held Sunday, the Progressives had a slight edge over the Democrats, according to initial tallies by the election commission and the election-monitoring organization. The Socialists, an ally of the Democrats in the current government, were in third place. The parties will now try to form a coalition with enough votes in the legislature to govern.

The 54-year-old Mr. Tadic—known by the nickname President Clooney because of his resemblance to American actor George Clooney—has sought to frame the campaign as a referendum on his drive to secure EU membership for Serbia, which he argues is the only rational path for the Balkan state's future.

It is a pitch that is harder to make in Serbia now than it used to be, as the EU's own economic troubles have dimmed its allure and European demands for concessions on the hot-button issue of Kosovo—a breakaway province that declared independence in 2008—have dented the bloc's image.

The Progressives' Mr. Nikolic, once a vociferous opponent of EU membership, now says he supports joining. But many Serbs and foreign diplomats question how willing he is to make the political and economic compromises that would be required.

The focus of his campaign was Serbia's economic troubles. The country has an unemployment rate of about 24% and its gross domestic product is expected to grow by less than 1% this year. He also pledged to clean up what is perceived as rampant government corruption.

Other politicians, including potential backers of the Progressives in an attempt to form a governing coalition, argue that Russia is a better economic and political partner for Serbia—with the financial muscle to help and without the inclination to impose the kind of conditions demanded by the EU.

Dragan Stojkovic, 50, said he would vote for Mr. Tadic, in large part because he thinks EU membership will help revive the Serbian economy. "It will attract investment," said Mr. Stojkovic, who lost his job recently when the cooking-oil factory where he had worked for 26 years was shut down. "I hope young people will benefit from it."
