KAMPALA (AFP) — Muslim rebels in Uganda said Wednesday they wanted Kosovo's former premier Ramush Haradinaj to mediate peace talks with the Kampala government.
Allied Democratic Forces (ADF) spokesman Assad Mukasa said they chose Haradinaj, recently acquitted of war crimes charges by the International Criminal Tribunal in The Hague, because "he has passed through a lot."
Mukasa told AFP that Haradinaj had experience "of rebels and difficulties."
State Minister for Internal Affairs Matia Kasaija confirmed the government had been notified about the choice.
"We have no quarrel with that selection," Kasaija told AFP. "Only that we would like a mediator who is somehow connected to either the African Union or the United Nations. We would want to know who he would report to."
Haradinaj became Kosovo's prime minister in 2004, but resigned a year later after he was indicted by The Hague tribunal for war crimes allegedly committed during the Balkan War in the 1990s.
The ADF rebellion began in the 1990s and the heaviest fighting occurred between 1996 and 2001, forcing tens of thousands of people in western Uganda's Rwenzori region to flee their homes.
The group, which says it is fighting for equal rights for Muslims in the East African country, was effectively driven out of Uganda in 2001 and has since been based in eastern Democratic Republic of Congo.
Mukasa accused Kampala of refusing to firmly commit to peace talks.
"We are waiting. We are trying to show the whole world that we are for peace," he said. "But we can't tell why government is not responding. May be because there is no pressure."
Kasaija said the government planned to send a delegation to meet Haradinaj to agree on the negotiating terms.
