EU hvali Bugarsku, kritikuje Rumuniju

EU je kritikovala Rumuniju zbog zaostajanja u naporima da iskoreni korupciju, ali je pohvalila Bugarsku, koja je istovremeno uz Sofiju pristupila evropskom bloku, zbog napretka u borbi protiv korupcije.

U svom godišnjem izveštaju o napretku Evropska komisija je saopštila da rumunskim političarima nedostaje volja da pokrenu reforme, što nije u skladu sa obavezama koje je ova zemlja preuzela ulaskom u EU.

"Bugarska je postigla napredak u provođenju reformi i postigla je važne rezultate, dok je Rumunija izgubila zamah," navodi se u izveštaju koji je danas objavljen.

EU je prilikom pristupa ove dve zemlje stavila pod poseban nadzor zbog zabrinutosti usled ranije rasprostranjene korupcije i organizovanog kriminala.

Analitičari navode da bi u slučaju Rumunije zbog korupcije ova zemlja mogla ostati bez sporazuma o pomoći vrednog 20 milijardi evra postignutog sa Međunarodnim monetarnim fondom (MMF).

Evropska komisija je posebno nezadovoljstvo izrazila novim rumunskim zakonom kojim Agencija za nacionalni integritet, zadužena za borbu protiv korupcije i koja proverava imovinu političara, nema skoro nikakva ovlašćenja.

Pojedine diplomate ističu da neprestane kritike zbog korupcije potvrđuju njihov stav da Bugarska i Rumunija nisu bile spremne za ulazak u EU. Prema njihovom mišljenju, zbog toga će se potencijalni kandidati za ulazak u EU, poput Srbije i Albanije, suočiti sa oštrijim regulativama.

U izveštaju se od Rumunije zahteva da unapredi sudstvo, pojača borbu protiv korupcije na višim nivoima vlasti i pobošlja proces javnih nabavki.

Brisel je, s druge strane, pohvalio Rumuniju radi nedavnog usvajanja novih zakona u oblasti građanskih i krivičnih procedura.

Ovo je prvi put da Evropska komisija u svom izveštaju optužuje politički milje u Rumuniji za nedostatak volje za borbu protiv korupcije.

Međutim, Evropska komisija ne planira izricanje bilo koje vrste sankcija. Brisel bi mogao da suspenduje saradnju sa Bukureštom u oblasti pravosuđa ili unutrašnjih poslova ili bi mogao da suspenduje fondove u slučaju da utvrđene neregularnosti izazivaju zabrinutost.

"Trenutno nema potrebe za suspenzijom fondova EU. Sada nije vreme da govorimo o sankcijama", rekao je portparol Evropske komisije Mark Grej.

Brisel -- Evropska unija kritikovala Rumuniju zbog neuspešnog iskorenjivanja veoma raširene korupcije, ali je pohvalila Bugarsku za napredak u borbi protiv takve prakse.

Evropska komisija je ocenila da je rumunskim političarima nedostajalo volje za nastavak reformi, čime ta zemlja narušava obaveze koje je prihvatila ulaskom u EU.

"Dok je Bugarska uložila napore za reforme i postigla značajne rezultate, Rumunija je izgubila zalet i ovaj izveštaj pokazuje da postoje značajne negativne pojave", navedeno je u saopštenju.

EU je stavila te dve zemlje pod specijalno strogi nadzor od njihovog priključenja EU 2007. godine, usled dugotrajne zabrinutosti zbog korupcije i organizovanog kriminala koji plaše investitore i otežavaju njihovim privredama da prebrode recesiju.

U slučaju Rumunije, korupcija bi mogla da bude prepreka za njen 20 milijardi evra (25,95 milijardi dolara) vredan sporazum o zajmu Međunarodnog monetarnog fonda, smatraju pojedini analitičari.

Predsednik Rumunije Trajan Basesku je priznao da postoje manjkavosti, ali je ukazao da je izveštaj otišao predaleko u oceni da Rumunija ne ispunjava obaveze.

Komisija je saopštila da je naročito nezadovoljna novim rumunskim zakonom koji je učinio da agencija za borbu protiv korupcije, zadužena da proverava imovinsko stanje političara, postane praktično nemoćna, narušavajući i obaveze koje je Rumunija prihvatila prilikom priključenja.

Basesku je izjavio da će sazvati vanrednu sednicu parlamenta, koji je sada na odmoru, radi ponovnog razmatranja i usvajanja novog nacrta zakona o radu te agencije.

Rojters prenosi da pojedine diplomate ocenjuju da su stalne kritike na račun Rumunije i Bugarske zbog korupcije dokaz da te dve države nisu bile spremne za priključenje Uniji. Kao rezultat, zemlje koje se nadaju ulasku u EU, kao što su Srbija ili Albanija, biće suočene sa još strožom proverom, predočili su oni.

Бугарска успешна против корупције, Румунија без резултата

БРИСЕЛ - Европска унија критиковала је Румунију због неуспеха у напорима да искорени корупцију, док је Бугарска за борбу против корупције добила похвале.

Европска комисија (ЕК) је у годишњем извештају о напретку, објављеном данас, навела да румунским политичарима недостаје воља да спроведу реформе, чиме није испунила обавезе које је преузела уласком у ЕУ, пренела је агенција Ројтерс.

ЕУ је ставила две балканске државе под посебан надзор када су се придружиле Унији 2007. године, због забринутости у вези корупције и организованог криминала, који спречавају инвеститоре да дођу у те земље и отежавају превазилажење економске кризе.

Због раширене корупције, Румунија би могла да остане без споразума о помоћи вредног 20 милијарди евра, који је склопила са Међународним монетарним фондом, сматрају неки аналитичари.

У саопштењу ЕК се наводи да нови закон о агенцији за борбу против корупције који је донет у Румунији представља корак назад.

Председник Румуније Трајан Басеску је изјавио да се у извештају претерује када се каже да Румунија не испуњава обавезе које има према ЕУ.

Report on Progress under the Co-operation and Verification Mechanism in Bulgaria

What does today's report say?

The current report points to a strong reform momentum which has been established in Bulgaria since the Commission’s last annual report in July 2009. The Bulgarian Government's new strategy for judicial reform demonstrates the existence of a strong political will to achieve a deep and lasting reform of the judiciary. The report also recommends that Bulgaria improve judicial practice in order to allow the judiciary to act more pro-actively and to show a stronger sense of responsibility.

In the field of judicial reform, Bulgaria adopted important amendments to the Penal Procedure Code, which aim to improve the efficiency of penal procedures. The most pressing reforms to improve the efficiency, accountability and consistency of the judicial process through amendments to the Judicial Systems Act are in the process of consultation within the Government. At the same time, the Commission's analysis points to important shortcomings in judicial practice both at the level of prosecution and at the level of court. The judicial process in Bulgaria lacks initiative and professional capacity. Complex investigations show a lack of direction and purpose, procedures are too formal and too long and often fail in court.

Bulgaria stepped up efforts to fight organised crime and corruption. The structural set-up of the prosecution to deal with fraud with EU funds and organised crime has been strengthened. Bulgaria has achieved a number of indictments regarding organised crime and high-level corruption. These involve the indictment for high-level corruption of a minister in office, of ex-ministers and high civil servants. However, too few cases are concluded in court. Further efforts are needed to improve professional practice of police and the judiciary notably as regards the investigation of complex cases. The report notes the need to improve the protection against fraud and conflict of interest in public procurement. Plans to strengthen legislation on asset forfeiture should be pursued. The protection against conflict of interest should be further strengthened in the revision of the law on the prevention on conflicts of interest and in its implementation.


What are the next steps?

Bulgaria's new strategy for judicial reform, approved by the Government on 23 June demonstrates political determination to achieve a profound reform of the judiciary. The Commission calls upon Bulgaria to further pursue its efforts in carrying out the necessary reforms as a matter of national priority and in a joint effort by the political level, the judiciary and Bulgarian society.

In particular, Bulgaria should improve professional practice within the police, prosecution and courts. The judiciary should take initiative more often and show a stronger sense of responsibility. Public funds must be better protected against fraud and conflict of interest.

The Commission will continue to support Bulgaria in this endeavour and provide its next annual assessment of progress in summer 2011.


What are the six benchmarks set for Bulgaria?

The following benchmarks have been set for Bulgaria in the Cooperation and Verification Mechanism:

* Adopt constitutional amendments removing any ambiguity regarding the independence and accountability of the judicial system.
* Ensure a more transparent and efficient judicial process by adopting and implementing a new judicial system act and the new civil procedure code. Report on the impact of these new laws and of the penal and administrative procedure code, notably on the pre-trial phase.
* Continue the reform of the judiciary in order to enhance professionalism, accountability and efficiency. Evaluate the impact of this reform and publish the results annually.
*Conduct and report on professional, non-partisan investigations into allegations of high-level corruption. Report on internal inspections of public institutions and on the publication of assets of high-level officials.
* Take further measures to prevent and fight corruption, in particular at the borders and within local government.
* Implement a strategy to fight organised crime, focussing on serious crime, money laundering as well as on the systematic confiscation of assets of criminals. Report on new and ongoing investigations, indictments and convictions in these areas.

Romania’s rampant corruption slammed by EU

The European Union has slammed Romania for its failure to combat rampant corruption.

In an annual progress report, the EU said the country’s politicians lack the will to forge ahead with reforms, which violates its entry commitments.

The country is under special scrutiny due to long- standing fears about organised crime, which keeps investors away making it difficult for the country to fight recession.

The report urged Romania to upgrade it’s courts and increase the number of corruption trials.

The EU has refrained from any sanctions for the moment.

Bulgaria, another state under the EU’s watchful eye, was roundly praised for embracing reform efforts and its battle against graft.

Still Sofia needs to take action against money laundering and target corruption at borders and local government level.

Председник Прванов: Извештај ЕК оцењује позитивно политичку вољу и значајан напредак Бугарске

Бугарски председник Георги Прванов сматра да извештај Европске комисије оцењује позитивно политичку вољу и значајан напредак Бугарске у области правосуђа и унутрашњих послова. Отворено говорење и мотивација владе и институција у значајној мери повећавају поверење европских партнера у Бугарску, сматра он. Према председнику охрабрујући карактер извештаја треба да стимулише још одлучније потезе у борби против криминала и корупције, да доведе до значајнијих резултата у завршној фази казненог поступка и до јачања улоге превенције. Прванов закључује да нам оптимистички закључци ЕК уливају увереност да ће већ идућих месеци Бугарска спровести већи део препорука у извештају.

Bulgarian Economy Stabilizing

The Bulgarian economy looks to be stabilizing after weathering the recent financial crisis better than most of its neighbors. The country is on a bumpy road to adopting the euro currency and is expected to become an important energy hub as its political system matures.

The economy contracted 3.6% on an annual basis in the first quarter of 2010 from 5.9% in the previous quarter. However, the government hopes for 1% economic growth this year as recovering exports bolster the expansion. This would be a more rapid recovery than seen in the rest of the European Union.

It is evident around Sofia, the capital, as modern steel and glass structures sprout like mushrooms between the ugly concrete Soviet-era blocks. Classical old buildings are being restored rapidly to their former glory and most are being rented by businesses.

However, the EU finance ministers have decided to set Bulgaria under the excessive deficit procedure, a program to reduce its budget deficit below the 3% threshold of gross domestic product required by the Stability and Growth Pact.

The center-right government dropped its plans for applying for Exchange Rate Mechanism II, the waiting room to the euro zone, after raising the alarm that the 2009 budget gap was 3.7% of GDP because of a number of unreported deals rather than the 1.9% expected due to unaccounted procurement deals.

Previous double-digit inflation and a growing current account deficit have also prevented Bulgaria from joining the ERM II since the nation joined the European Union in 2007. But Bulgaria is one of the few countries expected to slash budget deficits, to 2.7% in 2011, without having to resort to wage and pension cuts; nor is it raising taxes. The Finance Ministry, for 2011-2013, forecasts a budget deficit below 3% while the 2011 budget is underpinned by expectations of 3% growth and a deficit of 2.7% of GDP.

Bulgarian consumer price inflation eased to 1.4% in June on an annual basis from 1.9% a month earlier, so the country doesn't face the risk of stagflation.

Also, the government says that at the end of this year the unemployment rate will be below the 11.4% forecast.

In addition, the skill base of Bulgarian labor has risen dramatically now that workers have access to higher-quality international education. "I study business management in England and will be doing an internship soon at a U.S. company but my goal is to come back to Sofia and contribute to developing the economy here," said 20-year-old student Antoniy Todorov.

Bulgaria recorded its first surplus in dealings with the EU, so it is receiving more cash than contributing to joint budget of the Union. This indicates that absorption of EU funds is improving and the country hopes to improve infrastructure and living standards with EU funds.

There is a rising middle class of young professionals with European aspirations for living standards who are not afraid to spend on luxury goods, quality imported cars and modern real estate.

"My wife and I are making a good living; we recently bought a house close to the sea and plan on having a second child. We don't want to live like our parents did behind the Iron Curtain and we like traveling a lot," said Marian Petkov, a 37-year-old engineer.

But problems still exist for the working poor and pensioners, whose living standards are still squeezed because prosperity has not trickled down to everyone. However, things are better than in previous decades.

Bulgaria experienced a severe financial crisis in 1996. Several banks collapsed, there was hyper-inflation and economic output shrank. In conjunction with the International Monetary Fund, a currency board was implemented to stabilize the economy. It has served Bulgaria well because it has limited political discretion over economic policy and it has amassed ample fiscal reserves to back the fixed exchange rate of 1.95 lev to one euro.

While some of its neighbors are completely dependent on EU and IMF loans, such as Greece with its large bailout, Bulgaria has declined to take a loan from the IMF.

"The country does not need to take a loan for now. We have assessed the options for this year and for next year and we have decided that for now a loan is unnecessary," Finance Minister Simeon Djankov said recently.

However, the country is struggling with organized crime, corruption and excessive bureaucracy, which are still challenges for the one-year-old center-right GERB government under Prime Minister Boyko Borisov.

Meanwhile, as the Bulgarian political system matures, the country is becoming an important international energy hub. "Both the South Stream and the Nabucco gas pipelines have their place in Bulgaria. They don't clash, and the cabinet supports both," Prime Minister Borisov said.

The Nabucco pipeline is intended to link the Eastern border of Turkey to Baumgarten in Austria, bypassing Russia as it transports natural gas between the Caspian region and Europe. The South Stream project is a joint venture between Russia and Bulgaria.

But matters are not as smooth regarding the Burgas-Alexandroupolis oil pipeline due to the limited financial benefits of about US$35 million a year and the potential environmental costs. Greece Prime Minister George Papandreou is planning a diplomatic visit to Sofia to restart the stalled oil pipeline project, in which his country is a partner with Bulgaria and Russia.

While Bulgaria appears less in a rush to join the much troubled euro zone, voters have made clear they will not allow a return of any kind to a centrally planned Communist economy.

Fiscal discipline has been reinforced by Bulgaria's membership in the EU, and the IMF currency board regime served its purpose to inject confidence in the economy. Despite the skepticism over Russian energy projects given past domination by the former Soviet Union, Bulgaria's place as an energy crossroad between east and west is self-evident.

"No one can turn the clock back because the free market has unleashed energy, innovation and growing prosperity. Even if the political system is still in a state of flux, voters will not accept interference from foreign powers through Trojan horse energy projects because we embrace membership of the EU and NATO," said 70-year-old newspaper publisher Ivan Zahariev.

EC Spokesperson: Bulgaria Is on Right Track

The European Commission spokesperson, Mark Gray, says he is eager to see more progress and the end of the EU Co-operation and Verification Mechanism (CVM) for Bulgaria.

Gray spoke in an interview for radio Deutsche Welle Wednesday, just one day after the EC published its annual report on Bulgaria's and Romania's progress in justice and home affairs.

“Is is interesting the population, the citizens of both countries want to see effort and reforms, and until this becomes a reality, the monitoring mechanism will be in place. There is no deadline, we are not getting ready to halt it until the two countries accomplish what they promised to do,” Gray is quoted saying.

According to the EC spokesperson, the reports on Bulgaria and Romania are very different because in Bulgaria the EU noticed strong political will for progress in the last year, incomparable to anything before, which must be applauded. Gray gives as example the criminal charges and some guilty verdicts in particular cases, however, he points out the verdicts are “maybe not enough, but an important step in the right direction.”

The spokesperson further noted Bulgaria's clear strategy regarding the judicial system reform, another first, even though not “yet perfect.”

"There are many things to be done. We extended numerous recommendations, but as far as Bulgaria is concerned, we have the impression the chosen direction is the right one. In 2008 the report on Bulgaria was very harsh; EU funds were frozen. Now the country is on the right track," Gray said.

Nezaposlenost u Bugarskoj 9,2 odsto

Sofija -- U Bugarskoj je u junu nezaposleno bilo 9,26 odsto radno sposobnog stanovništva, pokazali su podaci državne Agencije za zapošljavanje.

Stopa nezaposlenosti u Sofiji iznosi 3,46 procenata, a još devet velikih gradova, sedišta okruga beleže stopu ispod proseka za Bugarsku.

U Burgasu stopa nezaposlenosti je 5,51 odsto, u Gabrovu - 6,62, a u Varni - 6,66 procenata. Najveću stopu nezaposlnosti u Bugarskoj ima grad Smoljan - 17,28 odsto.

Nezaposlenost se smanjuje već četvrti mesec zaredom, a osnovni razlog pada su sezonski poslovi u ugostiteljstvu, poljoprovredi, trgovini, prerađivačkoj industriji, saobraćaju i građevinarstvu.
