MOSCOW, March 17 (RIA Novosti) - Russia's national satellite operator has signed a contract with the Khrunichev State Research and Production Center to build the first Russian high-power spacecraft, the operator said on Monday.
The Express-AM4 will be based on Astrium's proven Eurostar E3000 satellite platform with a 14kW payload power
The operator said the satellite equipment would be supplied by the European company EADS Astrium.
The satellite is to be delivered in the second half of 2010.
The Eurostar E3000 is flight-qualified and has been used to build satellites for leading international operators of fixed and mobile satellite communications, such as Inmarsat-4F1 and 4F2, Hot Bird 8, Eutelsat W3A, Intelsat 10-02 and many others.
The Express-AM4 satellite will be equipped with 63 transponders operating in C-, Ku-, Ka and L-bands. The craft's ten antennas will provide high performance coverage over the Russian Federation and CIS countries.
The steerable antennas can be used to provide communication to any point within the satellite's visibility. The guaranteed active orbital life of Express-AM4 will be 15 years.
The Express-AM4 is to be placed in Russia's key orbital position of 80E.
Germany Wants New Strategic Partnership With Russia
German Foreign Minister Frank-Walter Steinmeier said Tuesday he wants to make Russia a central ally following Dmitry Medvedev's sweeping presidential win.
"Russia is and remains an indispensable strategic partner if we want to secure peace in Europe," Steinmeier said. "But it's not only us who need Russia -- Russia also needs us."
German Chancellor Angela Merkel is due to meet Medvedev in Moscow on Saturday, and Steinmeier said the new Kremlin chief has expressed a similar desire to create a new partnership with the West.
"Let us take the (new) president at his word," Steinmeier added. "Let us accept his partnership proposition. Russia's transformation -- it's as much in his interest as it is in ours."
Steinmeier stressed the need for the European Union to develop closer ties with (former Soviet) countries in central Asia and the Caucasus as well as the Ukraine and Belarus -- providing the latter agrees to work on its human rights record.
He also floated the idea of enshrining a new charter with Russia, focused on democracy and peace.
"The Cold War is today definitively consigned to history," Steinmeier said.
Tensions over issues such as the siting of an American anti-missile system in Poland and the Czech Republic could more easily be managed through such an accord, he suggested.
"The European Union and Russia should, as soon as possible, enter negotiations on a new agreement covering cooperation and partnership," he said.
Talks could also tackle issues as diverse as global warming and the teaching of history, he added.
Movement by Ukraine "in the right direction" offers a roadmap, he stated.
Regarding Kiev's hopes of NATO accession, Steinmeier said that for all Berlin supports Ukraine's candidacy, "the process should not undermine efforts to anchor a (lasting) European stability."

Ka-32 Helicopters Delivered to Portugal Have New Avionics
The six Ka-32A11BC helicopters delivered to Portugal last years in accordance with an earlier signed contract were equipped with a new flight navigational complex, an informed source in the area of helicopter construction reported to an AviaPort.RU correspondent.
According to him, the new flight navigation complex, in the assembly of which enterprises in the cities of Ul’yanovsk and Saratov took part, was developed by the OAO Aviapribor Holding company.
“Included in the new flight navigational complex installed on the Ka-32A11BC, in particular, is a domestically manufactured digital autopilot which provided automated landing approach,” the source emphasized.
He recalled that at the present time the Ka-32A11BC modification which has been certified in a whole number of the world’s countries, including Canada (BC is British Columbia), is the most improved and the base for further improvement of this type helicopter. Ka-32A helicopters are manufactured in series at the Kumertau Aviation Production Enterprise state enterprise.
“OAO Kamov has accumulated a sufficient scientific and engineering reserve for future improvement of the Ka-32A helicopter. In particular, depending on demand in the aviation marketplace, it is possible to expand the cargo (passenger) cabin (the Ka-32-10 project), install more powerful VK-2500 aircraft engines and increase the helicopter’s payload capacity using the many technical and engineering solutions which have been realized on the Ka-50 combat helicopter,” the source emphasized.

MOSCOW, February 29 (RIA Novosti) - Russia's MiG aircraft manufacturer transferred on Friday 12 MiG-29 Fulcrum fighters, modernized in line with NATO standards, to the Slovak Air Force.

The 12 MiG-29AS/MiG-29UBS fighters were upgraded in Slovakia by the MiG company and Western firms for NATO compatibility under a 2004 contract. The Slovak Air Force currently has a total of 21 MiG-29 aircraft in service.
The official transfer ceremony was held at the Sliac airbase in central Slovakia.
The MiG-29 is a 4th generation fighter aircraft designed for air superiority. Developed in the 1970s by the Mikoyan design bureau, it entered service in 1983 and remains in use by the Russian Air Force as well as in many other nations.
The upgraded version features Rockwell Collins navigation and communications systems and BAE Systems IFF (Interrogation Friend or Foe) system. The Russian company supplied new glass cockpits with multi-function LCD displays and digital processors, and ensured integration of Russian and the Western equipment, a MiG spokesman said.
However, he said, the armaments for the fighter remained unchanged. The MiG-29 has seven external weapon hardpoints and can carry a 30mm built-in aircraft gun, two medium-range air-to-air missiles, up to six short-range air-to-air missiles, unguided rockets and air bombs.
